I am no hydrologist, but I know that it takes very little oil to contaminate a lot of water. The Ogallala Aquifer recharges very slowly, so it's not like new water would flush out any oil contamination. Plus, sandy soil does not act as an effective barrier against contamination seepage. Make Keystone be responsible before they build, not after, because you know any oil company can out-lawyer farmers and ranchers, and any claim would be tied up in court for years.
